Als zoon van postmeester Joannes Franciscus Speleers (1837-1908) en Joanna Adela Constancia Lescornez (1847-1930) wordt hij te Waas geboren. Na een opleiding tot oogarts aan de universiteit Leuven van 1894 tot 1900 en een studie keel-, neus- en oorgeneeskunde aan de Friedrich Wilhelms Universität Berlijn wordt hij in 1916 hoogleraar en zelfs plaatsvervangend rector magnificus in Gent.<br /> Als hij in juni 1918 uit België vlucht na tot 12 jaar dwangarbeid veroordeeld te zijn moet hij bij professor Hendrik Burger (1864-1957) in Amsterdam zijn artsenexamen keel-, neus- en oorarts opnieuw afleggen om als bevoegd arts in Nederland te kunnen werken. Diens raad luidt zich in de groeisteden Eindhoven of Heerlen te vestigen. Op 18 mei 1921 komt hij met zijn gezin – in 1904 is hij met Justina Modesta Maria Reynaert (1880-1964) getrouwd en ze hebben vier kinderen – vanuit Katwijk naar Eindhoven, waar hij met een praktijk als oogarts en KNO-arts start op het bovenhuis van Markt 36a. Hij blijft zich in Nationaal Vlaams vaarwater bewegen en schrijft artikelen in het weekblad Vlaanderen (1922-1933) en in 1924 de brochure Is de Vlaamsche Beweging een nationale beweging, ja of neen? als antwoord op de voordracht van Frans Van Cauwelaert en als afwijzing van diens strategie.<br /> Later betrekt hij het pand Raiffeisenstraat 20 op de hoek met de Vestdijk. Het is de bijeenkomstplek waar vele gevluchte Vlamingen samenkomen zoals Remi Bosselaers, Edmond Fabri, Karel De Schaepdrijver e.a. en de Eindhovense afdeling van de Groot-Nederlandse Vereniging.<br /> In Eindhoven houdt hij voor de katholieke kring enkele lezingen o.a. ‘Waarnemingen van Thérèse Neumann, ook wel Resi von Konnersreut genoemd’ (april 1929) – hierover publiceert hij in het tijdschrift Roeping – en ‘Over den droom’ (januari 1934). Hij is een veelgevraagd graf- en herdenkingsredenaar o.a. voor ex-activisten in ballingschap Alfons Depla, Edmond Fabri, Jef van den Eynde, Hippoliet Meert en na de ‘uitdovingswet’ van 1929 bij de onthulling van het monument Lodewijk Dosfel te Gent in 1936.<br /> Hij blijft sterk betrokken bij de Vlaamse Beweging met name via prof dr Karel Heyndrickx, voorzitter van de Vlaams-Hollandsche Vereeniging Hou ende Trou en het werkbestuur van de Groot-Nederlandsche actie. Ook onderhoudt hij contacten met zijn oud-hoogleraar Burger die voorzitter is van de Dietsche Bond, maar zich niet als nationaal-socialist manifesteert.<br /> In 1940 volgt hij de overleden professor Daniël Van Duyse aan de Universiteit van Gent op, waarbij hij met hulp van de Duitsers in zijn ambt hersteld wordt. Voor zijn collaboratie met de Duitsers wordt hij in 1946 tot 20 jaar gevangenis veroordeeld en gedetineerd in de kampen Lokeren en Merksplas. Door een ernstige ziekte komt hij in 1948 in een kliniek te Aalst terecht, waar hij drie jaar later overlijdt.
